‘Read the bill,’ advises Blue Dog congressman

“This is only a proposed bill,” Congressman Travis Childers said this week, speaking reassuringly to The Panolian about controversial healthcare legislation.

Childers was referring to H.R. 3200, a mammoth 1,017-page bill that, at the very least, would overhaul how healthcare is administered, and how it’s financed, in the United States.

But specifics about what the bill would do – and not do – to patients, doctors, and the insurance industry has become a heated topic.

It’s being debated on cable news, Web sites, and talk radio.

Would the bill eliminate private health insurance?

Is it a slippery slope for euthanasia of the elderly?

Does it force business owners to purchase insurance for employees?

“It’s unnerving and unsettling to know that even the politicians don’t know what’s in the bill,” said Batesville insurance agent Brad Clark.

The bill is opposed by Republicans in Congress, and centrist Blue Dog Democrats – Childers among them – are also opposed to the legislation in its current form.

“I’m not happy with the version that’s out there,” Childers said in the question-and-answer interview that follows. 

In previous weeks, the Blue Dogs balked when liberal Democrat leadership in the House demanded a quick vote on the bill. Instead, the Blue Dogs demanded that Congress recess before casting a vote.

Now back in Mississippi’s 1st District, Childers said he is willing to hear constituents’ concerns – if they’re civil.

During the August recess, some Democratic congressmen are hearing testy opinions from the public over your party’s proposals for healthcare reform. Are those concerns justified?

Certainly the concerns are justified. Now, if a person is willing to speak to me in a civil tone, and talk about concerns they genuinely have, I want to hear from them.

What I’m not interested in, and what I don’t appreciate, is when the other party is busing people to try to be disruptive. That’s what’s unnecessary. We’re trying to help the situation.

Are there any misconceptions about the Democrats’ healthcare plan that need to be corrected?

There a lot of myths out there being spread by those who enjoy spreading falsehoods. I would urge people to go to the Web site and look at the bill. Just because someone sends you something on the Internet, that doesn’t mean that it’s true.

This is only a proposed bill. There are about 10 steps before a bill will ever get to the President’s desk for his signature.

Can you describe what you refer to as “myths” that are being circulated?

I don’t want to get off into the weeds, but (citing an example) that they’re trying to euthanize the elderly. That’s ridiculous. I’m amazed, honestly, that people would fall into a trap and believe that stuff. Please look at the bill. Do not believe mess that people send across the Internet with nothing to back it up.

Do you think some people are using the bill’s description of “end-of-life” issues to reach that conclusion? The Blue Dogs, in your own proposal, also refer to “end-of-life” issues. Maybe that definition deserves further explanation.

Well, it probably does. But here’s the thing: we think the patients should be involved and know what their options are. We just think a patient deserves to know what their options are in their end-of-life care and, quite frankly, doctors are not compensated to sit down and answer questions right now. And they should be.

A doctor’s time and advice are his stock in trade as well, and we think that should be an allowable charge for a physician to sit down with a person when the end of life is near.

Getting back on track about “myths” being spread, can you cite any misinformation put out by the Republicans, or conservative talk radio, that deserves to be refuted?

I’m not going to address those. You know what those are. You’re an educated person. You know what every one of them are. I’m not going to address that.

Where do the Blue Dogs, as a collective group, part ways on the proposed legislation? And where do you part ways individually?

This bill does not work hard enough to cut costs and trim fat off healthcare. That is the number one issue with me.

The non-partisan Congressional Budget Office has shown that there are more than one hundred areas where we can save money on healthcare – where we are not spending out healthcare dollars wisely. We don’t have the luxury of wasting money any more. We just don’t have that luxury. That is number one.

Number two, I think that if you have health coverage and you are happy with it – I’m very firm on this – I think you should be able to keep it. You should not be forced to look at something else if you are happy with what you have.

Number three, we have to have increased competition in the healthcare industry. We have to. You can go on-line today to buy term life insurance and get nine quotes within two minutes. An expansion (of healthcare) that would offer that type of coverage – I would like to see that.

I would like to see people have more choices and I think, when we increase competition, we will see costs of healthcare go down.

Do you think the current legislation decreases competition by making the federal government compete against Blue Cross and other private companies?

Well, again I’m not happy with the version that’s out there. Obviously it doesn’t do anything at this point to warrant getting my support.

Are you saying you agree that the current legislation would squelch competition?

Here’s what I think: It doesn’t do enough to encourage private competition. I’m a free enterprise guy. I say let’s try to get the private sector to step up and do the right thing. If they don’t do the right thing, then Congress can act.

At a town hall meeting in Maryland, an attendee denounced the idea that he would pay a $2,500 penalty, under the current healthcare bill, if he does not purchase health insurance. Is that part of the current legislation or something that’s been misconstrued?

I’m not going to address those questions of what somebody said in Maryland. I could care less what somebody said in Maryland.

What I’m asking is if that’s untrue, why not get the word out –

Here’s the thing. All anyone has to do is pull that bill and look at it. The people of North Mississippi are smart…You know better than some of those things and you shouldn’t be trying to publish stuff like that.

Several pro-life Democrats have said they would refuse to vote for the healthcare bill unless it explicitly excludes public funding for abortion. You were said to be one of those who signed a letter expressing that opinion, correct?

That’s correct. I haven’t changed my mind.

Is that a radical proposal in your opinion – to use public funds to provide abortion services?

Yes, and there are many of us on both sides of the aisle who would not support using public funds for abortion.

Billy, Thanks for this interview. We need more of this type of journalism. Now, I really don't appreciate Mr. Chidlers' tone in avoiding some of your questions. He came across as dismissive and arrogant when refusing to address the "$2500 penalty" question because the question was asked by a citizen of Maryland. After reading some of HR3200 for myself, I can tell Mr. Childers that the aforementioned penalty is applicable to ALL of the states in this union, not just Maryland. I can also honestly tell Mr. Childers that I attend town hall meetings (and the like) own my own time and dime. Nobody is funding, bussing, or coordinating me. It's high time Mr. Childers and some other politicians like him review the 1st amendment and stop fussing about citizens exercising that right. If the politicians would operate honestly, openly, and actually listen to their constituents rather than passing laws in the dead of night without having read the legislation themselves, the voters of this country might actually trust them more than they do!

Mr. Childers said: "what I don’t appreciate, is when the other party is busing people to try to be disruptive" . . . . . And this is from a Democrat...the party of choice of people who have been protesting and interrupting since, in my life, the Democratic Convention of 1968...and before. Also, being a Blue Dog Democrat does not equate with being a Republican. Beware of what is in that blue sheep skin. Once he gets out of Pelosi what he has brokered, he will vote right down the line with the Democrats.

Childers sounds like he is reading Pelosi and Reids script on the issue. "We are going to do it no matter what you say because we are kings and you are ignorant.". What Childer is not reading is the bill. Everything he denounces as being untrue or misconstrued IS IN THE BILL.....READ IT YOURSELF TRAVIS! And more to the point, read it in light of the desires and wishes of Comrade Obama and his puppet handlers.

Mr. Childers is a smart man, and understands clearly though obviously refuses to admit that the American People are furious because we HAVE all ready done our homework; relying on multiple sources to gain our information across the board. The President, Pelosi and several others on the Democratic side realize that the American people have done their homework, they are wise to the direction that they are trying to swiftly take this country and out of desperation they have been reduced to name calling of the very citizens that helped put them in office. WE THE PEOPLE DO NOT WANT THE GOVERNMENT controlling any part of our lives, little lone our health care. It's that simple. It really doesn't matter what any of the bills in either the house or senate say. What matters is what the President of the United States himself has repeated over and over again since he ran for office. He has several "pretty" ways of making his case, but all of them boil down to one thing, his desire for a health care system run by the government and forced control over how it is applied in our lives. Not enough has been said in my estimation about the state of Massachusetts who all ready has a state run mandated health care system that is nearly bankrupt in large part due to the countless "illegal immigrants" that are receiving free health care. The Obama Plan does nothing to exclude or attempt to crack down on controlling “free healthcare” to those who do not even have a “legal” right to it here in our country. If it does, I wish you would point that part out to me. It is also understated, that in this country, no hospital emergency room can by law turn anyone away who needs medical attention. Now while that may put a burden on those of us who are insured, personally at this point, I'd still rather keep that option than have the government regulate and try to mandate health coverage because it won't work. Mr. Childers may not be so bold as to admit that our senior citizens will, under any Obama HC Plan, be "euthanized", but that is only one word at this juncture being used to express the serious concern that seniors WILL be turned away for specialized health care because their age does not off set the expense. By definition, that may not be euthanasia because that is an act that Dr. Kevorkian has gone to prison for, but in the mind of a senior citizen or family member of one being declined health care based on age it is a death sentence. I am NOT affiliated with any "group" nor paid for this opinion nor asked to make this statement. I am a voter in your very district Mr. Childers, and as I have told you in two previous e-mails we will be watching you and the other state representatives very closely. You DO NOT have to tear down the entire house to remodel the living room. Fix the health care system that we currently have and begin by removing all those who are in our country illegally and if you must give FREE health care to someone, then continue to give it to the homeless person who by birth or by proper immigration procedure most deserve it. Fix and stop the abuse of our medicare/medicade/social security and any other “government” programs all ready in place and above all rein in a legal system that allows for often frivolous and costly lawsuits against our doctors so they can practice without fearing that one malpractice suite is going to put them into bankruptcy. It’s THAT simple, and THAT hard. We do not have to become Canada or Great Britain or Massachusetts and this does NOT have to be all fixed even in the next 4 years.

People who don't have to worry about how they'll pay for their health care are against this bill and don't care if anybody else has coverage or not. People who need it and can't afford it want the bill and don't care where the money comes from to get it as long as they get it. I hate to see that this has been twisted into a democrat vs. republican issue. Democrats and Republicans both have great ideas but neither are willing to work together on anything.

Liked the interview Billy. It just shows that Childers needs to be booted out. His is just a parrot for Pelosi and the liberals. He did not answer half the questions. The reason people are so frustrated is that that bunch can't answer the questions because they have no idea what is in the bill and have not even read it. They are pitiful.

If this was a "proposed bill only" why were the Democrats in such a hurry to pass the bill? Because Nancy Pelosi,Barny Franks,Charlie Wrangle and the far left crazies try to run the country no matter what the citizens of the country wants.I am 72 years old and satisfied with my health coverage.I do not want Obama,Nancy,Barney, or any one else telling me that I can not see the Dr.of my choice or get the medicine I need.Childers needs to take care of his people and vote against this bill.Obama and his bunch of crooks are telling the Democrats how to vote and how to get revenge on those that go against him.I thought Childers was a conserative democrat,but he is just another puppet for Nancy Pelosi to manipulate.Do not stay in the weeds on this one Rep.Childers.

We all must understand that there are no more conservative or even moderate democrats left. The "Blue Dogs" are only stalling as a political move until they can guage their more moderate supporters. TC is no different. He will ultimately fall into place and vote for what Pelosi tells him to vote for. I have changed my family tree and I hope many of you will. My grandfather voted straight line democrat, mainly because of Roosevelt, and my father voted mostly dem until Reagan. Now I vote as an independent however I've not seen a dem I would vote for in the past 10 years. We need to understand the ideology of the people we vote for rather than how good they look and how gifted a speaker they are. We should vote on their past record, that is certainly the best indication of what kind of legislator they will be.

No schedule is available at his tax-payer provided official website http://www.childers.house.gov nor will his office staff provide that information when asked. The only conclusion I can draw is that Congressman Childers is intentionally dodging his constituents just as he dodged the direct questions in this interview.

@Daniel I care about those who do not have health insurance, and those who can not afford it. (as long as they are legal residents of the USA) Are you aware of the government "run" (not mandated) assistance programs out there for those who need medical attention or assistance and due to their income level can't purchase or afford their own? Could it be that you desire something for "nothing"? Nothing is free, especially this mandated health care plan and if you don't have to pay your fair share, then people like me and my husband who are lucky we break even every month; will be taxed too pay for your "free" health care. I hate to sound cruel, but that is not the way life is supposed to work, it's not the way my parents raised me, and it's not the kind of moral value that our country was founded on. If you want something or need something and because of a disability or condition then there are government run programs too help you. But if you can get yourself out and work, earn an income, then some part of that needs to be set aside for health care. Even if you only set up a small bank account and save a small amount each month for a medical emergency.

First of all, let us all remember as elections near. These folks will be saying what they think you want to hear. The Health Care deal is just a drop in the bucket of what is really going on in Washington. Research and look for youself some of the other stuff; bills on Churches attached to the tail end of the DOD budget, Gun control (first was SB2099 new one is HR45), research what is really going on. In our own state they are pushing to teach our kids evalution in school and it be the ONLY option. And right now five folks, one being Warner McBride are holding up our State Sovereignty bill. This would give Mississippi the right to tell Washington "BACK OFF" You know what I am an AMERICAN, if I wanted government control, I would move to one of these other countries. This whole control thing has done one thing, it has united white, black, red and blue. I am tired of seeing and hearing "***" American, folks you are either American or not, it is real simple. Last night Steve Cohen (D-TN) bald face lied about the health care bill. Real simple reform would be to fix the two programs already out there, and they can't even do that. I ask that you don't take mine or anyone elses word for what is going on, to our faces and behind our back. Look it up, read, ask questions. Please do this while you still have that right and remember things you do today generations of your family will pay for later. Myself I say enough. This did not happen overnight, Washington has been working on control for a while now. Call Wicker, Cochran and remember Childers walks the fence. Most of his votes against the Dems, does not come until it is too late to matter. But guess what he can say he voted against it. God and Freedom is what this country was built on. The bad economy, unlike these town halls, was manufactured by the money folks to gain more control, just think about it...voucher for FOOD, voucher for CARS, and now they want to give you a voucher for Health Care. Sounds like Germany, Cuba, Russia so I say NO THANKS

Please put this with the other. Ask these questions of your leaders 1- Will you give up your current Health Care for the program you want me to have? 2- When you retire, do you draw Social Security or your regular pay? (regular pay, more of them not living in our world) 3- Will you support an outside audit of the federal government? As different as we may be, we do live in the real world they (elected persons) don't. They don't go to Piggly Wiggly or the local BP. Keep in mind all of these little programs are crumbs working to gain your support for more of what they want. TOTAL CONTROL.

As a former Massachusetts resident who got out just in time and who has two elderly parents still living in that state, it is appalling to think that the Democrats some how want to follow the Bay State model. The fact is that the Obamacare bill is even more far-reaching than the Mass. model. My parents can afford to pay for assisted living. Under Obamacare it would not matter -- they get what the state says they get -- depending on what the "quayls" say they get. You know "quality years left" -- oops, when you're 86 that formula is pretty grim. I wonder if Mr. Childers is willing to have his parents subject to the same formula...methinks not. He just needs to tell us where and when he will have the gumption to face the well-informed, well-spoken, self-transporting, candid and angry voters and we will be there.

How many of your have read the bill? How many of you have heard what Congressman Childers said? This is a man who isn't supportive of the bill just like most of you, but you are too busy trying to bad mouth him to realize that. I am a proud democrat who supports reforming our healthcare system. And by the way people, if you like your healthcare plan you can keep it. Nobody is forcing you to take the government option. Also, our Republican leaders in this country agree we need to reform healthcare. Where are their ideas? Where are their plans? Where are their versions of a healthcare bill? Oh wait, they don't have any options. They have no direction and no vision for out country. That is why the voters decided to kick them our of leadership in both the House and Senate and decided to put a Democrat back into the White House. And last, for everyone who thinks that Congressman Childers is too close to Pelosi and Reids, I ask that you compare his record to that of Senator Wicker and Cochran. You will find he voted more with them than the Democrats. I don't expect anyone on here to be objective and look at that, but as a liberal Democrat I have been watching him closely. All of you crazy Republicans who thinks Childers is with the Democrats, please think again. He is more of a Republican than some of you.

Mr. Childress in saying he does not support the Health Bill and voted against it, forgot to mention he voted for it to come up for vote and only voted no on final passage after Pelosi said she would let him off the hook and he could vote no because it was going to be a tight race for him in Mississippi and she knew his districts people did not like the bill. He asked her-Pelosi's permission. He has really sold out to the liberal powers. Also telling us how we are to speak to him. He has already forgotten he works for us. Oh yea, he gave himself a big raise this year and at the same time voted not to give a raise to seniors on social security.
